THE FULL DISCLOSURE POLICY (FDP) PORTAL IS DEDICATED TO HELPING OUR PROVINCES, CITIES, AND MUNICIPALITIES SHARE THEIR FINANCIAL DOCUMENTS ONLINE WITH THEIR CONSTITUENTS.

Welcome to the Full Disclosure Policy Portal (FDPP)! This online platform was established by the Department of the Interior and Local Government (DILG) in support of the government’s advocacy for transparency and accountability in the management and use of public funds. The Full Disclosure Policy (FDP), as mandated by DILG Memorandum Circular No. 2010-083, requires local governments to fully disclose particular financial documents to their constituents, such as the budget and how it is disbursed and used, to minimize corruption and misuse of public funds. To help LGUs comply with the FDP, the FDPP was created as a centralized repository for uploading financial documents, making it easier for the public to view, download, and print these documents.

Over the years, the FDPP has undergone enhancements to make the posted financial documents more understandable to end-users. Its latest feature is the availability of prescribed templates to download before uploading FDP documents, the ability to input/edit data for infographics every quarter, and the option for concerned Focal Persons to receive notifications or emails on the approval of uploaded financial documents of their respective LGUs. The FDPP also has real-time viewing of uploaded documents, no overwritten documents, and an online request for FDP document rectification. Additionally, the FDPP provides reports of eligible LGUs to the Good Financial Housekeeping and Seal of Good Local Governance per province, region, and national level, all of which have harmonized deadlines.

The FDPP operates within the legal framework of the 1987 Philippine Constitution (Art. II Sec. 28), Republic Act No. 7160 (Sec. 352), DILG MC 2010-83, as amended, the General Appropriations Act, and DILG MC 2019-149 (latest). Through the FDPP, LGUs can fully comply with the FDP and foster a culture of transparency and accountability in the management of public funds.
